Purchasing from SMEs
The Government of the Russian Federation signed Decree No. 687-r dated May 29, 2013, thus approving the action plan (“Road Map”) Expansion of Access of Small and Medium Enterprises to Procurement of Infrastructure Monopolies and Companies Partially Owned by the Government (hereinafter, the Road Map). The Road Map is designed for 2013-2018.
Within the framework of implementation of the Government Order:
- The Company developed and approved Order No. 15 on Establishment of the Advisory Department to Ensure Efficiency of Procurement Activities of JSC IDGC of the North-West, Including Purchases from Small and Medium Size Enterprises dated March 24, 2015. The Advisory department is a consultative and advisory body which purpose is, on the basis of interaction with the business community, non-profit and public associations, representatives of industry research and educational institutions, to develop activities aimed at improving the efficiency of procurement activities of the Company, increasing the share of purchases of innovative products, including attraction of small and medium size enterprises (hereinafter — SMEs) to participate in the Company’s procurement.
- The Company approved Partnership Program between JSC IDGC of the North-West and Small and Medium Enterprises (JSC IDGC of the North-West Order No. 143 dated March 19, 2015). The Partnership Program establishes a set of activities designed to build up and support a class of reliable, qualified and responsible suppliers (contractors, performers) from the SMEs, in which case the Company’s procurement ensures the implementation of state policy for SMEs development. In addition, the Partnership Program establishes requirements for the SMEs, terms and conditions of participation in the Program.
- In accordance with the resolution of the Central Tender Commission of JSC IDGC of the North-West dated December 10, 2013 (Minutes No. 12/06-13), the Company made a decision to include in the documentation on procurement procedures an additional requirement for the bidders and subcontractors to provide documents allowing to classify participants of procurement procedures (subcontractors) as the SMEs.
As a result of the implementation of the Road Map he Company activities, the share of direct purchases from SMEs exceeded 25% in 2014.
